Program control level

Hello,
I'm sure my question has probably been answered at some time or other in the forums
but I can't find it for looking.
I have ZAPro, should the Program Level Control be set to High or Medium (Default)?
I'm sure there is a difference between these settings but reading info in "Help", I cannot
see what it is.

to the Zone Alarm User Forum..

1.) Program Control - Main page
Program Control = Max.
SmartDefense Advisor = Auto.

2.) Firewall - Main Page
Internet Zone Security = High
Trusted Zone Security = Medium..
